In developing Rayt, we have learned that there are tons of web annotation programs out there (over forty at our last count). There are even a lot of social annotation products aimed at helping researchers and co-workers share information with each other.
Joe came up with the idea of commenting on comments and I think it's a good one. Basically, commenting on comments (comm/comm) allows people to discuss and debate, as in a blog commentary section, with one comment building on the next.
